Adapted Regulations
The first and most fundamental step in building an infrastructure to help you prevent sexual harassment is adopting adapted regulations that meet legal requirements and are also tailored to the needs of the Messianic community in Israel.
What does the law require?
- Adoption and adaptation of the regulations – Every organization and congregation must adopt the model regulations for the prevention of sexual harassment that appear in the law’s statutes. If the organization employs more than 25 employees, volunteers, and students, it is required to adapt the regulations to the nature and scope of its activities.
- Defining sexual harassment as a serious disciplinary offense – Every organization and congregation must treat sexual harassment as a serious disciplinary offense and detail in a written document the disciplinary steps that will be taken in case of violation. Anyone who employs more than 25 employees must detail the disciplinary procedures in the adapted regulations.
How will the assessment help you?
The original regulations that appear in the law’s statutes are cumbersome, written in heavy legal language, and are not adapted to the unique character of Messianic congregations and organizations. Therefore, we have included in this part of the assessment:
- Adapted and accessible regulations in clear and user-friendly language, transforming a dry and complex legal document into a practical working tool. These regulations have been adapted to the general nature of activities of most Messianic congregations and organizations, and they detail clear behavioral guidelines alongside disciplinary steps that will be taken when necessary.
- Instructions regarding sexual abuse of minors (in case they are included in your activities).
- Links within the regulations to the law, statutes, Ministry of Education directives, and support agencies for minors.
How should the adapted regulations be used?
The attached regulations are intended to serve as a basic starting point for your organization. You have two options:
- Immediate adoption – You can adopt the adapted regulations by adding the name of your organization or congregation at the top of the document.
- Personal customization – You are permitted to make changes and adapt the regulations to the unique scope and nature of your activities.
Important note: If you make substantial changes to the text of the regulations, it is strongly recommended that you obtain legal counsel before final approval.
